Apply now for ISD Capital Projects Oversight Committee
Superintendent Heather Tow-Yick and Chief of Finance and Operations Martin Turney announced last year that the district is establishing a Capital Projects Oversight Committee for all projects. In the fall, Tow-Yick reiterated that the committee would happen regardless of the outcome of the November bond.
This week, we launched the application process for the Capital Projects Oversight Committee, a group of professionals who will add an additional layer of review and evaluation to the district’s management of voter-approved bond and capital levy funds. Committee members will:
Monitor expenditures for capital projects.
Review progress on projects.
Discuss and advise on economic and industry trends.
Identify areas for adjustment and implications for voter approved bond and levy projects.
The committee will serve as an added measure of accountability and transparency, providing assurance to the community that funds for capital projects are being managed effectively.
The committee will consist of:
Financial Experts: Members with backgrounds in finance or accounting to review and analyze expenditures.
Construction, Design, Engineering and Project Management Professionals: Individuals with expertise in construction, architecture or engineering to assess project timelines and quality.
Community Representatives: Local community members, parents, and business leaders to provide input from the broader community. We hope to include at least one representative from the Bond Advisory Committee.
Student Representatives: Middle and high school students from the district who can provide a student perspective about projects and the impact of those projects for students.
School District Staff: District staff will participate in meetings in an advisory capacity, ensuring that the committee remains an independent body.
Committee meetings are planned, beginning in mid-March this year. Meeting agendas, minutes and updates will be posted on the district website, along with an annual update from the committee, summarizing the status of bond and levy funded projects and financial health. The annual update will be available to the public and presented to the School Board.
The committee will be up to 20 members, with an even distribution across the listed professions to ensure effectiveness. All members are expected to commit to a minimum of a one-year term consistent with the school year, with the first committee members starting now and expected to continue for the 2025-26 school year.
